MIDST numerous complaints from citizens queuing up during the wee hours of the morning to get a number to seek their passport, Immigration Division officials yesterday revealed that some 2,000 newly-issued passports are at the Immigration Office awaiting collection.
This disclosure came from Chief Immigration Officer Herman Brown before the parliamentary Joint Select Committee (JSC) chaired by Independent Senator Parvatee Anmolsingh-Mahabir.
In response to Brown’s revelation, Minister in the Ministry of Tertiary Education Satish Ramroop, urged the Division to tell the public what was happening to the system of issuing passports.
UNC Senator Wade Mark could not believe what he heard from Brown.
Mark contrasted the pile-up of 2,000 passports to the daily plight of hundreds of applicants lining up at the division from as early as 1 am. He asked Brown how long these unclaimed passports were at the office, over what period they had been issued and what steps had the division taken to notify people their passports were ready.
In reply, Brown said they were all the new-style machine-readable passports and had been issued since January. The passports had all been paid for and issued for particular individuals.
He promised to place an announcement in the press of the names of persons whose passports were ready to be collected.
Mark said the situation was very strange. “Something’s wrong Sir. You may have uninvited guests in our country,” Mark said.
Now two things ha to be happening here if you think carefully.
One is that the niggas and dem feel dey was givin away food hampers and maybe ah cepep wok, so they flock to collect passports.
Two, the PNM musbe issue ah set ah passports for some Grenadians and Vincys to come down for the next election. And dey jus aint reach as yet.

Prisoners in Robocop case want ‘cool ride’

Two prisoners accused of perverting the course of justice refused to be taken to court in a Prisons’ transport van because it was not air-conditioned, a State prosecutor disclosed yesterday.
Two prisoners accused of perverting the course of justice refused to be taken to court in a Prisons’ transport van because it was not air-conditioned, a State prosecutor disclosed yesterday.
Prosecutor Timothy Affonso relayed the message from the Prisons authorities when the preliminary inquiry against kidnap accused Selwyn “Robocop” Alexis, Kevon Nurse, Justice of the Peace Stephen Young, 42, and 51-year-old van driver Kenneth Martin was called.
Alexis and Nurse, who are on remand at the Golden Grove Prison in Arouca, refused to be taken to court with the stipulated transport.
Meanwhile, Young and Martin who are on bail showed up in court.
Alexis and Nurse were scheduled to continue cross-examining the prosecution’s main witness when the matter was called yesterday.
But on news of the prisoners’ refusal to come to court, presiding magistrate Ejenny Espinet became perplexed.
The magistrate said things should be put in place to ensure the incident did not happen again.
She said the men’s refusal to attend court caused great inconvenience for the court, the other two accused and the State’s main witness Kellon “Chambers” John.
A high police presence outside the Port-of-Spain Magistrates Court to protect the main witness was in vain with the prisoners “no-show.”
In the circumstances, Affonso requested a short adjournment in the absence of lead prosecutor Dana Seetahal, SC.
The matter was adjourned to Monday.
The accused are charged with intending to pervert the course of justice, by attempting to dissuade state witness Kellon “Chambers” John from giving evidence in pending criminal proceedings against Alexis.
Alexis, 37, of Enterprise, Chaguanas, is awaiting trial along with Sheldon “Skelly” Lovell, of Morvant, Derrick John and Kevin “Sneeze” Simpson, for the kidnapping of Sangre Grande jeweller Henry Francis on June 9, 2002.
Francis was kidnapped near his Sagramsingh Drive, Quash Trace Extension, home.
A ransom of $170,000 and jewelry was allegedly paid for his safe release.
John was sentenced to 32 years for his role in the crime.

Recruits entering the T&T Police Service are not the “best” from society, Police Commissioner Trevor Paul has admitted.
Speaking at yesterday’s weekly press briefing held at Police Administration building in Port-of-Spain, Paul made the comment in light of criticisms made in the third report of the Joint Select Committee which was recently laid in Parliament.
The report, which denounced the effectiveness of the Police Service, stated that the mere fact that a recruit has entered the service he ought to, in effect, become “better” than the original pool of recruits.
Although the recruiting process has always aimed to “seek out the best” this has just not been the case, said the top cop.
“The recruiting process have always sought to get the best from those who come forward from society but we have not been getting the best,” said Paul.
Saying he was yet to read the report, the CoP said the fact that daily newspapers have carried snippets of the report was sufficient to warrant serious concern on the part of the Police Service.
“This really warrants major concern for us in the Police Service and we do in fact recognise there are shortcoming that we have to deal with,” said Paul.
But he was quick to point out that under the stewardship of Prof Stephen Matrsofski who was brought in about two years ago to transform the local Police Service, several changes have already occurred to make the organisation more competent.
“This has included developing officers’ basic training to provide better quality service and in effect to produce a better police officer,” Paul said.
He also said that would-be officers were now subjected to a series of tests including drug and polygraph testing and psychological evaluation.
In an effort to eliminate the backlog of cases filed at the Police Complaints Unit, Paul said manpower deployed at that section would be increased.
“In addition, tribunal officers who will be acting like judges will be moving from division to division to deal with breaches of discipline on the part of police officers,” added the CoP.
Asked when such a tribunal would be implemented Paul said he was prepared to do so “as of now.”

She realised she was not commanding the policemen’s attention nor conveying any sense urgency of her plight.
She tried again. She cleared her throat and raised her voice to repeat: “My daughter has just been kidnapped!”
One of the policemen, rising sluggishly, asked, “So how yuh know she get kidnapped?”
Frantically, she explained that her daughter was snatched while she driving through the front gate of their home. As her words poured out, she began to cry.
The policemen asked for a description of the vehicle, but she couldn’t give any because she, the mother, was not at home at the time her daughter was kidnapped in the driveway of their home. She said a neighbour who saw the entire incident described the vehicle as a heavily tinted, white B13 Sentra.
The policemen asked her whether her daughterhad a boyfriend.
She said no.
The other officer picked up the photo of her daughter from the counter and exclaimed, “Yuh mean to say ah good lookin gyul like dis eh have a boyfriend? Yuh mean you doh know if she have one?”
Confused and dazed, aware of the fact that time was passing quickly and frustrated by the casual attitude and irrelevant questions of the policemen, the mother asked, “What does whether she has a boyfriend or not have to do with the fact that she was kidnapped?”
Dead silence.
The officer asked his colleague (who was holding the picture) whether he should call the Anti-Kidnapping Squad (AKS).
He replied, “For what? We eh have no proof dat dis gyul was kidnapped.”
Contrary to policy Almost 30 minutes had gone since she first came into the police station and she started begging the officers, literally, to do something.
They eventually agreed to accompany her back to her home, but said they had to wait because there was no vehicle currentlyavailable. She offered to take them with her, but they said that that was “contrary to policy because she was a civilian.”
They had to wait until the official police vehicle, which was on inquiries, returned, they told her.
Her belly started churning with a mother’s grief and gut-wrenching pain. She telephoned her husband who had already marshalled several vehicles with friends, villagers and family to go in search of their daughter.
She was comforted a bit and found herself profusely thanking her husband who angrily retorted, “What stupidness yuh talkin, is my child yuh know?”
She gave the officers the “good news” only to be told that they were wrong to take the law into their own hands and not wait for the police.
“Allyuh eh need no police, allyuh is all yuh own police,” an officer told her. "

Prez laments T&T’s widening racism

President George Maxwell Richards is lamenting the widening racial divide in T&T. He made the comment while delivering the feature address at the 20th annual dinner and cultural programme hosted by the Hindi Nidhi Foundation of T&T at the Hindu Credit Union’s Freeport convention centre on Saturday night.
Richards said T&T’s diversity had not yet been confronted with a view to finding solutions.
“I perceive, instead, a willingness, for whatever reason, to consolidate lines of demarcation that proscribe reaching out beyond entrenched positions, even where reason signals otherwise,” he said.
“In other words, partisan approaches, based principally on race, seem to be in the ascendancy on both sides of the divide. This is not a good thing.
“In my capacity as President, I am invited to many organisations in many parts of the country and, even allowing for occasions that will, of necessity, bring together distinctive groups, it is as though I am living in two countries.”
He said T&T’s survival and growth as a democratic and free nation demanded that something be done to halt the fragmentation “that is visible to those who have eyes to see.”
Richards went on to quote Mahatma Gandhi: “If you want real freedom, you will have to come together, and such a coming together will create true democracy, the like of which has not so far been witnessed or attempted.”
He said the wisdom of the Indian leader could be applied locally, although Gandhi’s India at that time and present-day T&T were different.
Richards said citizens had also failed to grasp the importance of culture as “a very necessary ingredient in the growth of any country.”
He said citizens took too narrow a view of culture, not considering all of its dimensions.
“We say, somewhat glibly, I suspect, that we are a multi-cultural, multi-ethnic country, but do not appreciate the significance and advantage of it to the degree that we ought.
“David Rudder has celebrated in song the meeting of two cultures in T&T and we have Mungal Patasar’s Pantar making their own statement through the mix of instruments and members that make up the band.
You know what ah doh understand bout all these fockin niggas. Why d mudder cont dey doh go dong Laventille and tell all them niggas that it have ah fockin racial divide in the country and dat niggas must take an example from fockin Indian people and become more productive to society.
Learn from fockin Indian people what it is like to sacrifice and send dey children wid plantain and roti to fockin learn something in school and get degree and become profesionals and so they can earn and have what they want. Prime Minister Patrick Manning said discipline needs to be harnessed if persons want to overcome obstacles on the way to success.
He was speaking at the Youth Training and Employment Partnership Programme (YTEPP) graduation ceremony for two trainee cycles on Saturday at the University of the West Indies (UWI) Sports and Physical Education Centre (SPEC), St Augustine campus.
Manning explained that most persons are taking for granted things that many years ago were not available to the Trinidadian population. “My mother had to beg for me to get into primary school but now every child is entitled to a place in primary school,” he said.
He added that he had to pay for both secondary and tertiary level education which are now free to qualified candidates. Manning said it was true that many young people are not doing well in school. He added though that this was not a result of a faulty education system, poverty or like hindrances but of individuals not taking the time to engage the discipline needed for success.
He said for the first three years of his secondary school life he did not do well in his exams. “I did so badly that my father was moved to say that I was not a credit to the family but not in those exact words,” he said.
In his first end-of-term examinations in his fourth year though, he said, he topped the class with the help of a rigorous study regime.
“It did not happen overnight or by accident, it happened because I decided to become disciplined,” he said. He said in the end he was the first member of his family to obtain a degree.
He also told the audience that at one time his mother sent him to school in one of his sister’s frilly shirts because she did not have any shirts to give him. “Of course the boys at school had a good time at school that day, but I had to go to school, I could not tell my parents, especially my mother, I was not going,” he said.
Manning said that those who failed have not applied themselves and if they don’t succeed, they have no one to blame but themselves. He advised the 3,463 graduates that whatever they may face in their lives, it is up to them to make the best of it.
What a cont. We know he did badly as fockin school. It doh take ah genius to figure that out.
What he really trying to tell all the niggas out there is look. We want votes to win elections. We will keep you disciplied by givin you free fockin handouts through all these nonsensical fockin begging programs. YTEPP, CDAP,YAPPA, PAPPA, MAMMA and whatever.
So you niggas, just implement some discipline, fock school and education and we will give a spankin brand new whacker and a lil hundred here and there.

Pupils 'being held to ransom' in wage dispute

PROTESTING teachers yesterday came in for harsh criticism from President George Maxwell Richards, who described teacher absenteeism as a form of child abuse and "holding pupils to ransom".
"While I have no doubt that teachers' needs must not be ignored, I find it difficult to accept that children must be held to ransom in the debate or, struggles if you will, between teachers and the establishment," Richards said.
Richards was referring to the large percentage of primary and secondary school teachers who stayed away from classes on June 20 and 25, as they supported the Trinidad and Tobago Unified Teachers Association's (TTUTA) call for days of "rest and reflection".
The two days were TTUTA's way of protesting the slow pace of negotiations with Government for a new collective agreement for teachers for the period 2005-2008.

PROTESTING teachers yesterday came in for harsh criticism from President George Maxwell Richards, who described teacher absenteeism as a form of child abuse and "holding pupils to ransom".
"While I have no doubt that teachers' needs must not be ignored, I find it difficult to accept that children must be held to ransom in the debate or, struggles if you will, between teachers and the establishment," Richards said.
Richards was referring to the large percentage of primary and secondary school teachers who stayed away from classes on June 20 and 25, as they supported the Trinidad and Tobago Unified Teachers Association's (TTUTA) call for days of "rest and reflection".
The two days were TTUTA's way of protesting the slow pace of negotiations with Government for a new collective agreement for teachers for the period 2005-2008.

PM to youths: No excuse for failure
Youths in Trinidad and Tobago have no excuse for failing to reach their goals, said Prime Minister Manning at yesterday's Youth Training and Employment Partnership Programme (YTEPP) graduation ceremony.
Speaking to an audience of about 1,000 persons at the Sports and Physical Education Centre of the University of the West Indies, St Augustine, Manning said, "If we do not succeed in this life, most of us have no one to blame but ourselves.
"It is how we dedicate ourselves to the task at hand. It is how we set our goals and strive to achieve them."
Using his own experience as an example, the Prime Minister said that he didn't perform well during his first three years of primary school.
"My father told me that I was not a credit to the family," he said.
But in fourth form, he changed course and "topped ... (his) class ... out of a clear blue sky...".
Manning, who accredits the transformation to discipline and hard work, encouraged the graduates to develop good habits in their daily lives.
Over 3,000 YTEPP students who had participated in cycles 27 and 28 graduated yesterday.
YTEPP Ltd, established in 1998, is designed to address the high employment rates among youth in the country.
The programme offers training in vocational skills, career enhancement and micro entrepreneurship.
YTEPP is a fucking failure by itself.
3,000 niggers participated in the program, yet the ceremony had roughly 1000 persons – and I sure that fucking crowd had only 20 successful candidates, and each one bring they mammee, she man, he man, the neighbour, the Nennen, a maxi-taxi driver and a camera man to take 'pikcheers' to send for de convicted fadder(s) in Carrera.
